OFAC Sanctions ISKP — 134 Crypto Addresses Added, Tether Freezes Wallets on TRON

The US Treasury’s OFAC has expanded sanctions against the Afghan ISKP cell, adding 134 crypto addresses to the list. Tether has frozen the affected wallets.

The Office of Foreign Assets Control has expanded sanctions against the Afghan ISKP cell, adding 134 crypto addresses to the list. The batch included 131 TRON wallets and three Monero addresses.

Tether has frozen funds on all 131 TRON addresses. According to Chainalysis, these crypto wallets have received more than $1.4M and sent over $880K since 2023. Some addresses routed funds to exchanges based in Syria.

USDT Remains the Primary Funding Tool — ISKP Also Uses Monero

Despite public calls to use Monero (XMR), analytics firm TRM Labs reports that USDT has remained the group’s primary funding tool in recent years. ISKP actively uses transfers ranging from $10 to $15K.

However, since the second half of 2023, the al‑Azaim Foundation for Media has publicly urged supporters to also donate in Monero.

The report notes that the media platform has become a key tool for global crypto fundraising. Chainalysis experts collected data on addresses that previously received donations in TRON, Monero, and bitcoin (BTC). The donations were small in size, reflecting the modest means of those supporting the organization.

Previous US Measures and ISKP’s Decentralized Network

The July 1 update marks the second time OFAC has directly targeted ISKP’s crypto infrastructure. In July 2023, the agency sanctioned a Maldives citizen and a linked wallet. In June 2026, OFAC also sanctioned Syrian financial services that served as cash-out channels for ISIS financiers.

Despite arrests of key figures–including Ozgur Altun, a key ISKP crypto operator, detained near the Afghanistan-Pakistan border in May-June 2025–the network has not stopped. TRM Labs estimates that ISKP has further decentralized its donation infrastructure across units in response.

“Each disruption removed individual financiers or media operators but did not dismantle the system as a whole,” analysts noted.

Tether has consistently cooperated with authorities. In May 2026, the T3 Financial Crime Unit reported freezing over $450M in illicit crypto assets since September 2024. Exchanges are also joining the effort: Coinbase has frozen more than $3M linked to scam networks in Southeast Asia.
