Ripple has received preliminary approval for a Crypto Asset Service Provider license from Luxembourg’s financial regulator, the CSSF. The approval came in the form of a “Green Light Letter” and remains conditional. Once finalized, Ripple will be able to offer regulated crypto services across all 30 countries of the European Economic Area through a single passport.

The decision was made under the Markets in Crypto-Assets (MiCA) regulatory framework just days before the transitional deadline of July 1, 2026, when EU countries will begin full MiCA enforcement.

What the CASP License Gives Ripple and How It Works With EMI

The new CASP license complements Ripple’s existing Electronic Money Institution (EMI) license, obtained in Luxembourg in February 2026. Together, they create a “complete infrastructure for crypto assets and stablecoins” through a single integration. European banks, fintechs, and corporations will be able to access both Ripple’s payment services and its broader crypto functions–including collection, exchange, and fund payouts–without going through separate regulatory procedures in each country.

The Race for Licensing: Ripple Ahead, Binance Still Waiting

Ripple’s approval comes amid a rush by crypto companies to secure MiCA licenses before July 1. Among major exchanges, many are still waiting. According to media reports, Greek regulators may reject Binance’s application.

Ripple, by contrast, continues to build its regulatory portfolio. The company now holds more than 75 licenses worldwide, including the EMI license and FCA crypto asset registration in the UK, both obtained in January 2026.

Despite Ripple’s success, MiCA itself faces criticism. In May, the European Commission opened consultations to assess whether MiCA remains fit for purpose. Complaints include stablecoin rules, including a full ban on interest payments and reserve requirements of up to 60% in commercial bank deposits. Analysts note that MiCA could be revised, creating regulatory uncertainty for all market participants.
