How OpenAI Secured the US AI Model Launch
OpenAI agreed to a phased release last month following the administration’s request. In the first phase, only a handful of vetted partners had access.
Now, after the Commerce Department’s approval, those restrictions will be lifted, and the model will be available to a much wider audience. Sources say the scale of additional testing and details of agency involvement haven’t been disclosed. The launch is set for July 8, immediately after the final round of checks.

The US Government Deal: 5% of OpenAI for Approval
The approval came as OpenAI moved closer to the Trump administration. CEO Sam Altman has proposed giving the US government a 5% stake in the company. Altman has been discussing the idea with senior officials since the start of Trump’s second term, including Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick.
President Trump signaled he’s open to such proposals:
“There are concepts where pieces could be given to the American public, where the American public essentially becomes a partner”.
A similar approach was used last month when the government lifted export restrictions on Anthropic’s Mythos series models.

Context: US AI Regulation Challenges Intensify
The GPT-5.6 launch comes amid tighter government oversight of frontier AI systems. In June, Anthropic was forced to restrict access to its Fable 5 and Mythos 5 models following a Commerce Department directive citing national security risks. But by late June, the restrictions were lifted, and Anthropic restored access.
Now the same pattern is playing out with OpenAI. After a period of restrictions and negotiations, the model gets the green light. This points to a new approach: the administration is willing to approve frontier AI launches if it participates in risk assessment–and potentially takes a stake in the developer.
