Trump Agrees to Ethics Amendments for CLARITY Act — Major US Crypto Bill Could Pass This Summer

President Trump has approved the inclusion of ethics provisions in the CLARITY Act. That was the final hurdle for the bill.

According to The Block, the ethics provisions were the last roadblock. The amendment text has already been shared with some Republican senators. There’s no official confirmation from the White House yet.

If the Senate votes before the August recess, the bill could pass this year. Otherwise, it will be delayed until November due to the midterm elections.

What Is the CLARITY Act and Why Ethics Provisions Became a Sticking Point

The CLARITY Act is the framework crypto market regulation bill. The House passed it in summer 2025. It then moved to the Senate, where it was reviewed by the Agriculture Committee and the Banking Committee. Final passage requires 60 Senate votes.

Democrats publicly said they wouldn’t support the bill without ethics provisions. Those amendments would bar the president, vice president, members of Congress, and other top officials from profiting from crypto businesses while in office.

At the center of the debate are Trump’s meme coins and his family company, World Liberty Financial (WLFI). Trump’s 2025 financial disclosure showed at least $1.4B in crypto earnings, making digital assets his largest income source.

Trump’s Senate Meeting and Democratic Position

On July 16, Trump met with Republican senators Cynthia Lummis, Bernie Moreno, Tom Tillis, and Bill Hagerty, along with crypto advisor Patrick Witt and chief of staff Susie Wiles. Democrats weren’t invited.

Initial reports said no agreement was reached, as Trump feared the ethics provisions could hurt him. But later, The Block reported, citing sources, that the president had approved the key provisions.

Earlier, on July 14, Democratic senators Chris Murphy, Jeff Merkley, and Chris Van Hollen opposed the current version, demanding a ban on officials’ crypto businesses.

Senator Elizabeth Warren called on Trump to voluntarily disclose digital asset earnings from January 1 to July 15, 2026, without waiting for the mandatory 2026 report. The White House denied any conflict of interest, saying Trump’s assets are in a trust managed by his children.

CLARITY Act Forecast and Timeline

The bill text with new amendments is expected to be published in the coming days. The Senate could then vote, but it has only until the first week of August before recess. If the Senate approves, it goes back to the House, then to the president’s desk.

The Trump administration had hoped to pass the bill by July 4, but that didn’t happen. Days before the Senate meeting, Trump posted on Truth Social that the Senate must pass the CLARITY Act in memory of the late Senator Lindsey Graham.
